FSW vs CEC: Which Express Entry Program is Best for You?
Introduction
The federal Express Entry system is Canada's premier tool for selecting skilled immigrants. To enter the pool, candidates must qualify under one of the core programs.
For most applicants, this means choosing between the Federal Skilled Worker (FSW) program and the Canadian Experience Class (CEC).
In this guide, we compare FSW and CEC to help you understand the differences, requirements, and draw patterns. You can check your general eligibility using our Canada PR Pathway Finder.
1. Federal Skilled Worker (FSW)
The FSW program is designed for skilled workers who have work experience gained outside of Canada.
Key Requirements:
- Work Experience: At least 1 year of continuous, skilled work experience in any country within the last 10 years.
- FSW Grid: Must score at least 67 out of 100 points on the FSW selection grid (evaluating age, education, language, etc.). Check your grid score with the FSW 67-Point Grid Calculator.
- Proof of Funds: Must show proof of settlement savings (unless holding a valid job offer).
- Language: Minimum score of CLB 7 in English or French.
2. Canadian Experience Class (CEC)
The CEC program is tailored for individuals who already have skilled work experience within Canada (such as PGWP holders or temporary foreign workers).
Key Requirements:
- Work Experience: At least 1 year of skilled work experience in Canada within the last 3 years.
- No Point Grid: There is no preliminary selection grid required to enter the pool.
- No Proof of Funds: CEC candidates are completely exempt from proving settlement funds.
- Language: Minimum score of CLB 7 for TEER 0 or 1 jobs, and CLB 5 for TEER 2 or 3 jobs.
Draw Patterns: Why CEC Candidates Have an Advantage
IRCC frequently conducts CEC-specific draws or category-based draws. Because CEC candidates already reside in Canada and are employed in the local market, they face lower score thresholds in draws compared to all-program draws that include FSW candidates.
Conclusion
If you have Canadian work experience, CEC is the clear winner due to the lack of fund requirements and lower language barriers. If you are applying from abroad, FSW is your primary route.
